
Frederick M. Mowrer has been practicing law for over 33 years. He earned his B.S. degree from University of New Mexico and his J.D. from California Western School of Law. Mr. Mowrer’s practice includes tort claims work for both plaintiff and defense. Mr. Mowrer’s considerable civil litigation experience involves trial work on general contract matters, personal injury cases, worker’s compensation claims, and other general business matters including defense under the Unfair Trade Practices Act. Mr. Mowrer’s practice over the years also involves an extensive amount of work before Public Regulation agencies in the State of New Mexico. He has appeared before the New Mexico Public Regulation Commission concerning issues regarding transportation and utilities (water). His regulatory practice has also included appearances and administrative hearing work before the New Mexico State Racing Commission and Alcohol and Gaming Division.
In addition to his litigation practice, Mr. Mowrer handles matters involving employment law. His practice has included the representation for employees and employers of EEOC and civil rights claims as well as numerous employment litigation issues. Additionally, he has appeared before the NLRB for the Local affiliates of Sheetmetal and Ironworkers unions. At this time, Mr. Mowrer represents two public safety unions in Bernalillo County as well as the state and local Fraternal Order of Police. His representation of unions has involved hundreds of administrative hearings ranging from termination to minor suspensions. He has played an integral role in negotiating, preparing and finalizing collective bargaining agreements between these unions and their respective public employers. Additionally, Mr. Mowrer has participated in numerous union arbitrations, wage disputes, administrative disciplinary procedures and fair share issues.
Mr. Mowrer also handles union appellate work. For example, he has represented the Police Officer’s Union and Firefighter's Union in appellate proceddings regarding a breach of contract. Mr. Mowrer has also handled appellate work on questions of reinstatement of public safety employees as a result of termination from various public safety employers.
